Nope BBM is a network feature unrelated to whether you have BES or not, which is why users on BES or BIS are both having issues (in EMEA) with BBM connectivity...

In the uk the distribution model was wrong - given it didn't have a native email client then it would really only have appeal to the existing BB users. So did RIM get the carrier's corporate channel...
