Yes , because the bandwidth is low or the signal have interfence.If doesnt work after 3-4 retries, than could be a problem with phone's software.

Install the bluetooth and restart the...

Install the bluetooth and restart the computer(without the bluetooth connected). After restart connect the bluetooth and start the headphones software. its working at me .
