If the user didn't select BBMaps (or any other app) during the upgrade, then it won't be installed.

BBMaps is part of the OS so it's not currently available as a separate installation.

Go into BlackBerry Desktop Manager and install it...

Go into BlackBerry Desktop Manager and install it from there. Be sure that the phone OS is installed on your compter. You can't install it OTA.
