Outlook 2013 has Hotmail via EAS so for Outlook 2013 you do not need the Hotmail Connector anymore, it just automatically sets up as EAS.

I received a text message today saying the tower has been fixed and "enhanced." Hopefully that will end this. Even if it does - it should not have taken months for AT&T to address this.
