It can sometimes take a number of days for it to activate properly depending on your carrier.
On your device do you have 3g or 3G, edge or EDGE?

You cannot use it as a wireless access point but yes you can use the internet on your laptop.
You can tether it with desktop manager 6 or with an app called Tether (google it).

That is pretty much all that you can do that I know of.

I'd contact Vodafone and see if they will offer you a replacement as it sounds to me as if there is more than just a simple software issue.
