It is very possible. Within the native browser, there is a bookmark which allows you to push a service book for wifi transport. Take a look on your 9700 in the bookmark folders. I have a 9700 too so...

It is possible to use BBM with no data plan assuming you're connected to a wifi network. A friend of mine has no data plan but using BBM when he is connected. If not, then there is some billing issue.
