I got it to work after getting the same error. This fix was to install the BESUserAdminService with the correct profile. You can find the profile name in the registry under HKCU\Software\Research...

Try plugging in device, launch Desktop Manager and use Application Loader. The BlueTooth should be in the app list. Just reinstall it from the App Loader. That worked for several of my users when...
