There are a couple of settings affecting the use of personal emails.
Under Security Policy Group, there is a setting called Firewall Block Incoming Messages. In there you want to check the box for BlackBerry Internet Service Messages to prevent incoming personal emails.
Under Service Exclusivity Policy Group, there is a setting called Allow Other Message Services. If you set that to false, they won't be able to send (or set up) personal email accounts.
