If you attempt to activate over wifi, and your previous device didn't have that capability, it will not complete the activation. As the process moves on, all settings pushed by the BES are initialized as they are received. This means at some point the radio profiles are going to be reset to what the BES had on record at last contact, and if there was no wifi, the connection will drop. In this case, the cell radio would attempt to take over as long as it is turned on and has signal.

If the previous device did have wifi, it will just get stuck and hang when the radio profiles are pushed. Connection will drop, eventually reestablish, and life will move on.
