I haven't seen this before. Don't know the solution. But here is what I would try and/or look at if it were me:

Make sure you are getting a good, steady data signal, and that you are connecting to the RIM network.

Call your carrier and make sure there is no problem on their end with the network or your account.

Do another battery pull. Be sure you do it with the power on. Wait a good two or three minutes this time.

If you are still having a problem, then do a full backup and then do a security wipe. And for the security wipe, select to delete third-party apps. (You may want to back up third-party apps before hand if you have paid apps that will be a problem re-downloading.)

Before you restore any data or apps, test and see if you can run BIS email app.

If still not working, make a decision. Would you rather forget about it for now and use the BIS portal on the web using a computer, or try wiping the device with JL_CMDER and then reinstalling the OS?

See what others say. Maybe someone knows exactly what the problem is.
