Try calling your Carriers BB tech support department and ask them to do a "network reboot" for your phone.

If that doesn't work, search this forum for the latest OS leak and install it.

Newer OS versions usually have issues like this fixed. Carriers take up to 6 months before they release the very same leaked RIM OS versions that you can find listed in this forum. If the newest version you find is a leak, then you won't have to delete the Vendor.xml after the OS package has been installed to your computer.
