The consumer blackberry data plan does not always provide the PROVISIONING service book which is required for a Wireless EA.

If your wireless carrier supplied the PROVISIONING service book with a consumer data plan... then that's great for you. You are the exception to the rule, not the norm.
Most wireless carriers do not push this service book unless you have the Enterprise data plan.
