Outlook 2013 has Hotmail via EAS so for Outlook 2013 you do not need the Hotmail Connector anymore, it just automatically sets up as EAS.

Just to add... if you prefer Hotmail as POP3 through Outlook you can set it up that way as well - so there is choice.
