Did anyone have a solution for this? I have looked all over the internet for something that will auto sync the contacts in the 2 folders but have found nothing, has anyone gotten any closer to a solution?

At the very least, for now, I'm willing to accept something that regularly deletes then re-copies the public folder to the contacts folder. But, it has to be automatic giving the users more to do manually is suicide (for me).
