AT&T also has a history of monkying with the firmware versions, deleting some features or locking down others. Recall that AT&T-branded Bold 9000's couldn't turn off 3G while all others could. Even updating the OS couldn't undo this. So getting the OS to interact with the devices the way AT&T insists can take longer.
