No way to use the native blackberry internet browser without a blackberry data plan. You may be able to use the hotspot/wifi browser on wifi, but it depends. Some can, others can't. You may also be able to use a third-party browser such as opera mini on your carrier's regular mobile data....see blackberryfaq.com regarding that possibility.
