I had success on Cingular. The settings I used were the AT&T setting for the additional control string and the rest were all of the Cingular settings. Speeds I am getting on CNET's bandwidth meter are as follows from 3 tests:
97.9kbps
148.1kbps
117.4kbps

Not bad and it works nicely.
In speaking to a RIM technical support person, he indicated that the issue lies with Cingular in that they require an additional data setting (and charge) for tehering. I think my account has that.

I did an uninstall of the Desktop software and started fresh.
