This information is not completely correct. Alltel, atleast, does not keep any such ESN database. They will not KNOWINGLY activate a phone from another CDMA carrier, but it happens all the time. The phone and text portion of the service will work without a problem. Data is another issue.
When it comes to BB, the issue is even more complex. Unless you were able to completely flash the firmware (if that's even possible) to Alltel, a Sprint BB activated on the Alltel system would cause havoc with the Alltel data servers because of a variety of incompatibilities. Don't even try it unless you are completely able to install Alltel firmware on the phone....
