I have a 15inch MacBook Pro with Bootcamp and XP Pro and I am using my 8700c unlocked with T-Mobile on the XP side to get online. Works flawlessly. Thats one of the main reasons I have Bootcamp, besides some administrative utilities i use in XP (AKA, IT Stuff ).

The 19.99 plan is required for Internet connection. You use the wap.voicestream.com as the apn. The 29.99 total internet plan is not required or used by blackberries. The internet2 or internet3.voicestream.com apn is not supposed to be used by a blackberry as it causes problems.
