it is its just that i deleted it off my phone by accident and i do not know how to get it back on!

You say you just reloaded the OS.
Connect the BB.
Restart Desktop Manager.
When it prompts you on what software/components to install, scroll down and make sure the BlackBerry Messenger is checked.

If you can't download it over the air, that's your only hope.

When you install the OS via Desktop Manager, the box for BB Messenger is often unchecked by default. You have to manually check the box so it installs.
