Default Enterprise Activation Issues

Hi,
I cannot enterprise activate new clients.
I can add users in the blackberry administration console, I assign an activation password but cannot enterprise activate them on the devices. Their email account gets the email with attachment from the blackberry.net domain.
All Blackberry services are running.

The server was checked out a couple of days ago by RIM and I have change nothing but tried to add two new people

Server 2003 SP2
BES 5.0

Exchange 2003 on Server 2003 SP2

Do these users have their devices provisioned properly?

I think so, I have preformed the same steps as the other users, the phones can make and receive calls and send and receive data.
