This is my first experience with a lost and found device, is it true that the SIM cannot be reused? I find that strange.

Since you're starting a new line/BB service for "one of his people", you could have ordered a Mot V3 or other cellphone for $50 or even Free after MIR and switch the SIM that comes with it to the lost-and-found BB and then add the BB data plan. . . . bottom line, you get the SIM for Free plus a new V3 or some other phone of your choice. . . .
