Blackberry Cool seems to be stating that they heard a rumor that BIS 2.4 will be available tomorrow

In the past, how long has it taken the carriers to release, once its available?
I remember waiting quite awhile for 2.3 to come out.

The upgrade will happen on T-Mobile tonight at 11pm-3am PT and blackberry internet email will be down during the upgrade.

Yes its my understanding that all T-Mobile BIS/BIE customers will be upgraded automaticly. Its mostly a server side change.
