Default Background app and web services in MDS

Hello
I want to creat a program for notifications based on web services and I want to know if I can do it with MDS instead JDE.
The idea is to run a background thread which acess to web service in every 2 minutes to check if a new notification has been generated. Can I do this in MDS? If the answer is yes, can you give me some tips how to do it?
