I think you're on to something here. I don't think you can RULE OUT what you have not tested.
If a vendor, even your carrier different than ours in the US, sells you a bad SIM or your SIM is bad regardless, they won't swap it for you, trade it in or give you credit on another?
No, I don't rule it out until you have done it.
You are skipping one major piece of the troubleshooting. Not your troubleshooting maybe, so perhaps you need adjust your troubleshooting process to include suggestions and input from others, which is why I asked earlier why are you posting this here if you immediately disregard the input you receive.
