New phone, sim and account.

Phone won't connect to upper case EDGE

It's been wiped and firmware also reloaded.

The carrier confirms data plan activated.

When you remove the sim card and install to another blackberry, the upper case EDGE appears. So does not seem to be sim card related.

Any suggestions?

your handset seems to be loked by the operator from whom this was bought,,, was the original vendor of the handset verizn by any chance,,, i too am stuck with the same problem

No not Verizon. I am from Canada. The phone was purchased from Rogers, and is also the carrier.

Did you log into your BIS page at Rogers and enter your IMEI and PIN? If you truly have a BlackBerry data plan, it sounds like it's not associated with your new device.
