Is there a policy that doesn't lock your screen when your blackberry is being used for GPS (Blackberry Map or Telenav)? Or a way to extend the timeout, but only if GPS is in use.

No, sorry, there is not way to conditionally lock the device.

I think he wants to conditionally keep the device unlocked...

I believe TeleNav does this by messing with the backlight to fool the device into thinking it is being touched.
