7130e Volume Sticking

Hi All,
First post is a strange one. I have BES with 15 users, all on 7130e's with Verizon. Most of the users are in Salt Lake but one is in Pittsburgh. When he's in the Pennsylvania area his volume control sticks on full volume and he gets a lot of echoing. If he switches to speakerphone and then back, he has volume control again. He's switched out the phone for a new one at the local Verizon store. Here's the funny thing. If he travels to the west coast, it works fine!!! We've run different themes, verified the versions, etc... He's on 4.1.0.268. None of my other users are having this problem.
Verizon is trying to verify that it's not a network problem but I can't see how it can be as his Razr and V710 both worked fine?
Any ideas?
