Unfortunately, a BlackBerry's OS version is in no way relevant to a provider's subsidy lock on the device. You'll probably need to go either through your provider or through a third-party unlocking service.

The phone is locked. You'll need to get the phone unlocked.

Indeed. Consult your carrier (or the carrier that this handset belongs to) and see if you can retrieve a carrier unlock code. Alternatively, there are also many third-party carrier unlocking services out there that will do the same thing.

I have install the software, remove the vendor.xml. But when I connect my BB it does not perform the upgrade but sync my PDA entries.

Any idea?

Is it possible to know if a phone is locked to a carrier before doing the upgrade?

Well, putting in another carrier's SIM card will tell you right there if it is or not. They typically are if you purchase them through your wireless carrier.

This one. The AT&T OS higher than this version for an 8800 series device is for the 8820.

Yea, read the answer to your question just above your second question, and below the first question.

ATT 8800 is Applications: 4.2.1.79
This is Vodafone 8800 Applications: 4.2.1.103
German Vodafone Application 4.2.1.101

.103 wins, today.

What media thread?

this thread BlackBerryForums.com : Your Number One BlackBerry Community

so when looking at an os i should check the end of the app version.. thats clear. .. but from reading this forum it seems that some carriers release an os later than another carrier but the os is actually older.... so the information im trying to get is how to correctly read the entire os string of numbers to determine which is the newest .. this way i dont have to post someone noob questions..
