I have found a workaround to install from the PC, works like a charm, at least on my Windows XP-SP3. EXE installers that give problems are only those that contain a single dictionary, plus MSDict Viewer (all installers include the Viewer module). On Mobile Systems website you need to find and download a dictionary bundle that includes the dictionary which you need, and not a single dictionary. So if you need:
"MSDict Concise Oxford English Dictionary"
download the installer for:
"MSDict Concise Oxford English Dictionary and Thesaurus"
EXE installers for bundles are different that those for single dictionaries, and they always store files in the temp folder, by default in:
C:\Program Files\MobileSystems\MSDict
In my case I didn't even need to touch those ALX/COD/PDB files in the temp folder, because those installers downloaded everything perfectly straight to my BB. The properly working installer looks like this:

Now just select component(s) that you need.
The defective installers, used with single dictionaries, won't have the windows shown on the first two screen shots.
You don't need to buy an actual bundle, you can make a payment from a page with a single dictionary, activation key will work just fine.
