Push of a single, custom application with restricted policy?

Hi, All.
Our in house developers have generated a BlackBerry app that we need to push out to several hundred end users, who are restricted by BES policies. One, or perhaps a cluster of policy settings doesn't seem to allow non-RIM software to be pushed from BES (RIM Enterprise IM CAN be pushed with the restricted policy for instance). The developer assures me that the app has been 'signed' with a valid certificate, which may or may not help?
I think that the policy setting that is restricting the push of this app is under 'Security' where 'Disallow third party application downloads' is set to 'Yes'? (the explanation of the policy rule would seem to support this).
If I assign a different, less restrictive policy to a test device, then the software is pushed successfully.
The question is, can I somehow 'allow' this one application to be pushed without compromising or changing the policy set? My searching has drawn a blank so far but the goal would seem feasible?
