If its same domain and same bes(using same srp Id) you don’t have to have old bes up and running to use migration tool
Just connect to old bes database on one side and to new database on new server
And migrate users
What you talking about ( both bes-s to be online ) is when you using migration kit ( you get new SRP from RIM (only for advantage contracts and up) which became permanent, old one is good for 90days.
If you are planning to use same SRP cal and spr authentication key then your old bes have to be powered down ( two bes servers with same srp can be online same time (unless they are in HA).
Just install BES 5.0.3 on new SBS 2011 using existing SRP, SRP authentication key and Cal licenses, create new database, install transporter on new BES ( be sure u doing this with your besadmin account)
Connect to both databseses and migrate users (20 at the time)
Be also sure that your old bes services are stoped (except SQL server service)
