Will the new 8300 be able to view flash websites and streaming video on the internet?

Highly unlikely -- Adobe has to make a Flash Player for the generic BlackBerry OS (which basically means J2ME/Java) first. Were that to happen they would be writing press releases, marketing and so on like nobody's business - it would be a major milestone in their company.

Personally I'd rather have their coders working on a PDF viewer first...

You basically have to start over and code from scratch in J2ME (java micro), instead of the C/C++ that it already is -- other devices (like Nokia S60 handsets) have a PDF reader and a Flash Player for them, as they have C++ SDKs - at that point it's just shoehorning your code into someone else's system. But with a BB they'd basically have to convert the code to Java as best as possible, then go from there -- no easy task, it's a huge change.
