BES 5.0/BB Bold&Curve 3Gs/Content Protection/PW Resetting Issue

As the subject says, we have a BES 5.0 and have rolled out the Bolds and the Curve 3Gs. Our policy needs to be set to content protection since we are a health care insurance agency to protect PHI. I am finding a strange behavior when I try and reset a password for one of these devices. No notification gets displayed on the devices stating that the password has been reset, however, when you type the password that you sent to the BB, it will not increment the failure count. If you type another password, then the failure count gets incremented. Type the password that you sent to the device and the failure count gets reset to 0. It is as if the device is being unlocked, however, it cannot unencrypt the content protection. We now must type in the password 10 times wrong to wipe it clean in order to reset the device.
Has anyone seen this or have a work around. Unfortunately, turning off content protection is not an option as it is a HIIPA requirement for mobile devices.
