please help me I left my z10 for charging for 1 hour but when I pick it up again from charging and take out the charger it showed a message ''the device is turning off '' and it shut down after it the phone blink a red light and open and again turn off can anyone help me I am on os 10.3.1.1565 and z10 model is stl-001

Charge the battery in another device or external charger. Then load OS using an autoloader. See supportforums.blackberry.com and the sticky post at the top of the BB10 OS board.

If you let the battery drain completely it is probably defective and will need replacement unless as aiharkness suggests it's is the charger.

As the problems seemed to occur with OTA and Link and not Sachesi or autoloader, the common advice was to do a clean install with autoloader.

The OP's device could be broken. But worth trying an autoloader. The battery probably needs to be charged first. I'm not 100% sure about that.

Do you know if there were other problems with the upgrade that affected the video drivers? I lost the ability to see videos after upgrading yesterday. Both videos in my library, and one shot with the camera fail to play. The screen goes black for the right amount of time, then returns to the video menu. Any fix?

I have read of some issues with 1080p video. I think those users have Z30, but don't know if specific to Z30. And no idea if that is same complaint as yours.

There was the 10.3.1 a few weeks ago and now a fix upgrade rolling out. The fix for you may be the latest upgrade, unless that is what you have.

If you are convinced the files are ok and it is the device, a clean OS install followed by testing is probably the way to go. Take a look at using an autoloader.
