As I recall, there was or used to be a federal law that made it illegal to sell information that people could get for free. But I think the law applied to only government information, such as signing up for social security, Medicare or other services.
The case I saw prosecuted was a low life who was taking social security info pamphlets from his local SS office. He then ran an ad on the Net charging $12 for "Guide On Getting SS Benefits."
It was a colleague who prosecuted the case but I did not ask him what laws were violated. I think it had something to do with the FTC amongst other laws. It was a small case so I did not pay attention.
As I recall, people like this scumbag on eBay can get around such laws if they actually send people a list, no matter how skimpy, that they put together, even if it's something slapped together after ten minutes on the Net.
