im on my 9th out of 10 password attempts to unlock my phone. i have not forgotten my unlock code. i got a private # call me and when we hung up my phone went straight to the clear screen that asked me for the password. (the screen that says unlock/emergencycall/cancel. what do i do

that sucks dude! if it were me, i would pull the battery in the hopes that it would iron out whatever issue your bb is having. good luck!

i pulled the battery let the phone "boot up" and same screen appears

Are you entering a SIM unlock or SIM PIN? If it's a SIM PIN, it won't really matter if you go over your limit. Just go to your T-Mo store or call CC and they will give you a PUK code, which overrides a SIM PIN. If it's a SIM unlock code, I'm curious if you processed it through T-Mobile, or if you went elsewhere.
