This time my company is have BES service from one mobile carrier and I want to change my BES service to another carrier ,
My Question is :-

1) Can it possible to change this infrastructure to another carrier ?
2) Can I add more license from new carrier to old infrastructure ?

BES doesn't care about what carrier you are on.
BES is BES - it connects to the RIM infrastructure and has nothing to do with the carriers.
Licenses are not carrier specific.
