I keep getting these pop up apps Featured app dose anyone know how to turn this off

Uninstall the app that is causing the popups. BlackBerry devices do not have popup ads by default.

these aren't app I have installed someone told me it was third party applications that pop up like spam and tell you can download this app now

You installed an app that is serving up the ads. Find the app that you installed, remove it and the ads will disappear.

Now, what apps are installed on your device?
And what apps have you recently installed?

A simple Google search for "Expense Manager BlackBerry" reveals that that application is from Oswald Designs.

Do you have any of their apps installed? Flashlight perhaps?

That's where it is coming from.

yeap that's to bad had no idea:( I paid for that app. I use it to manage bills to let me know what's coming up will I will be looking for a replacement .

No, the question was very clear. It doesn't matter if he paid for the app or not. Many apps are free and can still be downloaded and installed. Hence, asking someone what apps they have installed should beget a list of apps they've installed regardless of whether they paid for them or not.
