The max output power is specified by the GSM spec. It depends on the band and the modulation scheme. The max output power in low bands ( 850/900 ) for GMSK modulation is ~33dBm For high bands (1800/1900 ) this is 30 dBm. For Edge modulation, the max power is 27dBm and 26dBm, respectively. The base station will tell the mobile to raise or lower its output power based on the quality of the signal it receives. If you are far from the cell site, they you will transmit at max power. The closer you are, the less power is needed.
