No, SMS can't be set as Level 1, only email and PIN.

I am not sure of what you are hoping to obtain.

On a BB, Level 1 messages refers to incoming messages and being able to set certain special alerts for that Level 1 message.

Generally (ie otherwise than on a bb) a level 1 msg is an SMS designated as priority or urgent and is automatically displayed on the receivers handset.
