where do I go to set up the top right quick key. It never worked..

The top right button is the MUTE button. There's no "setup".

Are there any 3rd party apps that can expand the uses of the mute, volume up/down, etc keeys?

I used to use shortcutme (available in app world) which is a wicked app to use the side keys as shortcuts to launch many functions. I hardly used the actual app icons after that.
