If you have the Global Voice & Data plan provisioned on your SIM card, then yes.

The Global BlackBerry plan from Verizon is $64.99 per month and replaces your current BlackBerry Data Plan. You'd need to call Verizon, or go to a Verizon store to set that up.

Just warn your sister that it is very expensive to use the phone over there. I go for business and it averages $100-200 a week, and I am not on it that much. Almost everything you do is hit with roaming charges.
