VirtualBox
I'm a dual boot user and sometimes I just don't want to boot back into a windows OS just to do a simple task, so I keep a XP virtualbox VM that is accessible by all OSes. That way I can access those apps that I need easily and not need to worry about which one I am currently booted into.
It's not a plug and play solution, but will help you with much more then just Theme Builder...
