I don't beleive that you can make them Level 1 but you certainly can customize the notification for specific contacts:

Thank you very much for that link. I noticed it said it only works with OS of 4.2 or higher, is that possible for me to get on my 7290?

Sorry, I missed that. I don't know that they ever published a version higher that 4.1 for your device but I could be wrong.
