Finally got it working, kind of forgot about it this week, but spoke with ETRADE yesterday. First, they had my go to options>security options>firewall>reset settings. After that did not correct the problem, I deleted the app, and did a battery pull. Reinstalled the app (for the 8th? time), and it worked from there. ETRADE tech support is very helpful FWIW. Thanks for the help.
