Pearl 8110 Enterprise Activation problem using Vodafone Ireland

Hi All,
We currently use BES in our company and we have offices in Australia, New Zealand and in Ireland.
We use OPTUS as our carrier in Australia and we have no issues with setting up users and all our users blackberry's are communicating fine with the BES.
We use Vodafone as our carrier in New Zealand and we have no issues with setting up users and all our users blackberry's are communicating fine with the BES.
We have just opened our new office in Ireland and we have two users who have to be setup with blackberry's there. We are currently using Vodafone as the carrier for our Ireland users and we are having a lot of issues. We cannot and i must repeat cannot activate our users in the Ireland office. Both the users have the latest firmware on their Blackberry's, they have been given Blackberry Pearl and we have confirmed with Vodafone Ireland that they have been activated with Blackberry Data Services from their end.
I have been on websites and constantly looking for answers for why the users blackberry's are not activating.
Does it have to do with the distance between the blackberry's and the location of the BES. The BES is in Sydney and we are activating users in Ireland.
Does anyone know how to fix this issue, any input would be much appreciated.
