I'm getting ready to upgrade to 4.5.0.69. Does anyone know if this OS enables the MMS and other BB only features for those of us who do not have a BIS??

No, you still need a service book for MMS. Service books require a data plan.

I had the service books for MMS with just the pay-per-use on my account..
although if u dont have them..i guess u could try booting up with someone else's sim card to get them on ur device which is how i recovered them after i had deleted them for something i was doing..

Okay, for all those curious. I just installed this new OS. I have an AT&T Pick Your Plan account with Unlimited Text and AT&T Unlimited Media Net. This OS does allow you to use the Blackberry features WITHOUT having a BIS!! Finally!!

I have had some trouble getting messages from Sprint/Verizon Wireless users, but that's due to their "Picture Mail." So far though, everything else seems to be working great. The OS has the service books for basic functions like MMS and Browsing, which is great! Another huge plus, I no longer get the "Data Connection Refused" message at the top of the screen, it actually says AT&T all the time now! woohoo!

Be careful using data on the Media Net plan. AT&T is pretty clear that you need a BB Data plan and if they find you are using data via your BB with only the Media Net plan they will hit you with per use charges that can run through the roof. With AT&T you can use all the BB functions without any plan on Pay Per Use and that is how they will charge you. FOr example... One quick session of mapping with your favorite software can easily run you $20. Use it for turn by turn and your up in the hundreds easily.

i have the media max unlit too, it sucks cus some apps are only meant for BIS tho =\
i just hope i don't get those pay-per-use charges you're talking about =[
