I also spoke to technical support @ RIM BB and also Technical support at
AT&T and T-mobile.
Basically they have Korean Character & Font language module included with device software on both 8700 and 8100 (Pearl) but not on 8800 or 8300 (Curve).
RIM said, they already have this module available for carriers to include in the
Device software but that is up to the carriers themselves.
So Pearl (8100) which is the same RIM OS version running 4.2 has this module included while 8800 & 8300 Curve doesn't.
T-mobile Technical support said, customers need to voice their rights if they would like this in the Device Software package by going to their web site:

Can you please include Blackberry Korean Characters and Font Support Module in the DEVICE SOFTWARE for Blackberry CURVE & 8800. For BB Pearl 8100 which is the same OS v4.2 it already has the module included
but not for BB 8300 or 8800. Already spoke with technical support of RIM and T-mobile and its just matter of packaging the korean character support module in the latest Device software.
