Well, I spent an hour and a half on the phone with Cingular and RIM, and got no further. According to RIM (in contrary to their own knowledge base document) you don't need those two services for Handheld to BB Desktop connectivity via bluetotoh. I am still skeptical.
They had me downgrade my handheld software from the T-mobile/Bharti version (4.1.0.284) back to the latest rev. that Cingular has approved (4.1.0.194). They said the services would be in the application portion of that software.....WRONG. Then the guy from RIM ran through a zillion checks with me on the phone (via WebEx) and concluded that everything appears to be set up properly on my laptop and my phone. He did say that even though they state the 2 BT services aren't required, he isn't convinced...but his guys keep telling him that they aren't needed. He did not, however, know of a way to get them onto my handheld and did not know why they weren't there since I have never been on a BES to get the policy the blocks them.
He wouldn't say it, but I think he agreed with my guesstimate that, if on a BES your admin would disable the blocking of these services making them available (set them to FALSE), but on BIS the carrier needs to get the appropriate service book to you to make them appear, sort of like the Cingular browser.
So, I guess I will call Cingular today when I get into the office and waster more time with them, unless someone here know a better way.
